What is the CHMM?


The CHMM is a critical UK policy designed to force the transition away from fossil fuel heating by regulating manufacturers, often labelled by the industry as a "boiler tax".


 * The Mandate: It requires boiler manufacturers to sell a predetermined proportion of heat pumps (counted as "credits") relative to their traditional gas boiler sales.


 * The Penalty: Although the initial proposed penalty of £3,000 per failed credit was significantly reduced to £500 per unit, and the launch was postponed to April 2025, manufacturers responded by raising prices immediately.


Why the Price Hike Now?


The price increase effectively transfers the potential cost of CHMM penalties onto the consumer in advance. 


Manufacturers are generating capital to absorb potential fines.

The contradiction? 


While the consumer pays the price, the funds generated from government penalties do not go back to the industry to fund vital training for new heat pump installers, nor do they directly subsidise low-carbon installations.
